Adoption of Resolution No. 11714 fulfills the State-mandated biennial review and update to the City’s Conflict of Interest Code and amends the previous Code adopted by Resolution No. 11558.

Adopt Resolution No. 11714. A Resolution of the City Council of the City of Orange adopting an amended Conflict of Interest Code pursuant to the Political Reform Act of 1974.

5.                     Strategic Plan Goals

This action does not correlate to any of the adopted strategic plan goals. However, Section 87306 of the California Government Code requires biennial review of the City’s Conflict of Interest Code.

 

6.                     Discussion and Background

Pursuant to the Political Reform Act, the City conducted a thorough review of its Conflict of Interest Code and determined that amendments are necessary. At its April 28, 2026, meeting, the City Council directed staff to file the Local Agency Biennial Review Notice and, if necessary, prepare a resolution amending the Code for City Council approval. Since the last update, new positions have been created, and some existing positions have either been eliminated or have been renamed. The attached legislative (redlined) version highlights the proposed amendments to the Code.
