6. DISCUSSION AND BACKGROUND
A disabled resident has submitted a request for blue curb parking along the frontage of 1845 E. Grove Avenue. The 1800 block of E. Grove Avenue is situated between N. Tustin Street and N. Highland Street and primarily consists of residential properties, with the exception of the commercial establishments located at the southwest and southeast corners near Tustin Street. The residential section of the block consists of quadplex properties on both sides of the street, featuring a mix of open parking stalls and attached shared garages in the rear of each unit. Currently, no accessible parking spaces appear to be available for any of the units on the street.
While the resident may have an assigned parking spot on the rear of the unit, this arrangement may present potential challenges. The resident informed staff that they require the use of a walker for mobility and double-parked vehicles at the rear of the property often restrict the walking path leading to the units. Staff have also observed high demand for on-street parking throughout the day on Grove Avenue and Highland Street.
