This agreement authorizes Bucknam Infrastructure Group, Inc to provide services to update the City's Pavement Management Program for Fiscal Year 2025-2026 through Fiscal Year 2029-2030.

4. FISCAL IMPACT
The expense for this agreement is $32,443.00 and will be funded through Transportation System (TSIP) (287):

This agreement is for five years totaling $139,067.00, payable in three installments of $32,443 in FY26, $32,443 in FY28, and $74,181 in FY30. Future installments will be requested in conjunction with the annual operating budget.

6. DISCUSSION AND BACKGROUND
A critical element of the City's Pavement Management Program (PMP) is the assessment of the streets and roadways conditions maintained throughout the City. To comply with Orange County Transportation Authority's (OCTA) Measure M2 program funding requirements, the City needs to maintain and continually update the local Pavement Management Program. Industry and OCTA guidelines recommend inspection of arterial streets every two years, and residential and industrial streets and alleys every 5 to 7 years. The last Master Plan of Arterial Highways (MPAH) pavement condition inspection was completed in August 2024. Therefore, a complete re-inspection of MPAH is warranted.
