Two bids for Reservoir 5 Exterior Cathodic Protection System Installation Project (Project No. W-704) were received and opened on November 13, 2025. The apparent low bidder is Farwest Corrosion Control Company in the amount of $183,174.44.
3. RECOMMENDED ACTION

Approve the contract with Farwest Corrosion Control Company in the amount of $201,491.88, representing an original bid amount of $183,174.44, plus a 10% contingency of $18,317.44, for Reservoir 5 Exterior Cathodic Protection System Installation Project; and authorize the Mayor and City Clerk to execute on behalf of the City.

6. DISCUSSION AND BACKGROUND
Constructed in 1968, Reservoir 5 is a five-million-gallon welded steel water storage tank located at 694 N. Cannon Street in the southeastern portion of Orange. This partially buried tank requires complete internal and external Cathodic Protection (CP) systems to prevent corrosion to the metal shell and structural elements. Recent annual monitoring surveys completed by the City's authorized contractor have identified that the reservoir's existing external CP system has reached its service life and is not able to provide sufficient protection as originally designed.
