2. SUMMARY
This project consisted of isolated, small-scale repairs on eight bridges within the City’s limits; three bridges span Santiago Creek and five span the Santa Ana River, all located within the Santa Ana River Watershed.
The project included the repair of concrete spalls on the bridge decks, side rails, sidewalks, and bridge girders, and cleaning and sealing the bridge decks.
The City of Orange entered into a contract with Peterson-Chase General Engineering Construction, Inc. The work was completed to the satisfaction of the Public Works Department.
The approved project budget was $2,696,416.00 with a 5% contingency. The final construction cost was $1,784,073.00. The project was completed under budget primarily due to the reduction in the contract’s scope of work related to the Ball Road Bridge. During construction, field assessments revealed that the Ball Road Bridge requires comprehensive structural rehabilitation rather than the isolated preventive maintenance originally scoped. The cost for this unforeseen additional scope of work is approximately $1.5 million dollars, which exceeds the allowable change order limits per the federal requirements and public contract code.
In coordination with our federal funding partners, the Public Works Department is developing dedicated design plans for the Ball Road Bridge and will advertise the comprehensive rehabilitation of the Ball Road Bridge as a standalone project. Staff continue to seek grant funding opportunities for this project.
