Bids for the City of Orange Corporation Yard Renovation Project - Phase I were received and opened on December 21, 2023. Four bidders responded to the notice inviting bids. Since the apparent low bidder is higher than the budget amount, staff recommends rejecting all bids and readvertising this project with a revised scope.

6. Discussion and Background
On October 24, 2023, the City Council approved advertisement for bids for the Corporation Yard Renovation Project. The bid solicitation was advertised on November 16, 2023, and November 30, 2023. Bids were opened on December 21, 2023. Four bids were received as follows:
1. Monet Construction, Inc., Tujunga, CA $5,246,000
2. RT Contractor Corp., Garden Grove, CA $5,254,460
3. Horizons Construction Company, Inc, Orange, CA $5,782,170
4. Kazoni, Inc., Costa Mesa, CA $7,161,043
Since the bids received were higher than the budgeted funds of just over $4.1 million allocated for this project, staff recommends rejecting all bids received. Staff will review the project and revise the scope to better reflect the available project funding.
