6. DISCUSSION AND BACKGROUND
The Homeless Resource Center (HRC), located at 517 W. Struck Ave and operated by the HUB OC was established to provide services for the unhoused community. The City retained facility rentals in order to continue offering services to the community. Of the existing rentals, United Rentals (North America), Inc. (United Rentals) provides portable restrooms and sinks. The City opened a blanket Purchase Order (PO) with United Rentals for the maximum $30,000 to retain rental services for the first few months of the fiscal year.
