6. Discussion and Background
The Orange Police Department, with the financial support of the Orange Police Foundation (Foundation), has established a Support Canine Program to enhance the emotional wellness of Police and City personnel and to engage with members of our community.
The initial cost and all recurring costs will be paid by the Foundation which was established in July 2023 and is recognized by the Internal Revenue Service as an IRC 501(c)(3) exempt organization and public charity. The Foundation’s mission, in part, is to support the Orange Police Department by funding equipment, training, and department programs. Donations to, and partnerships with, the Orange Police Foundation will ensure additional support needs are adequately provided for and will improve the safety of officers and residents through funding of equipment, training, and community outreach programs.
Crime Prevention Specialist, Sharyn Panaggio, has been selected as the handler for Support Canine Lily. Canine Lily, along with her handler, specialize in crisis support, critical incident response, victim interviews, peer support, social/emotional well-being and community public relations.
