The City engaged HF&H Consultants, LLC to support SB 1383 compliance, including program development and regulatory audits. As requirements and complexity increased, the City expanded HF&H's scope and now recommends a $60,000 amendment to continue essential consulting services and ensure ongoing support and compliance with State regulations.
3. RECOMMENDED ACTION

6. DISCUSSION AND BACKGROUND
The passage of Senate Bill 1383 established statewide methane-reduction targets and requires local jurisdictions to implement comprehensive organic-waste diversion regulations. To adhere to these requirements, jurisdictions must monitor, record, inspect, address contamination, educate the public, track procurement activities, and document enforcement efforts.
On September 17, 2025, the City entered into an agreement with HF&H Consultants, LLC (HF&H) for $30,000 to prepare for a CalRecycle Jurisdictional Annual Compliance Evaluation review. As the complexity of the documentation and regulatory requirements became apparent, it was clear that additional support was necessary.
