Request to authorize purchase orders in the amount of $300,000 with PDDA Filtration System, $100,000 with Towner Filtration, and $100,000 with Pure Process Filtration for purchase of cartridge filters and O-rings for PFAS treatment systems at various water production wells.

4. FISCAL IMPACT
The total expenditure for these purchases is $500,000 and will be funded through Water Fund (600) expenditure account number 600.8011.51510.00000.

6. DISCUSSION AND BACKGROUND
The City of Orange PFAS treatment systems at Wells 9, 19, 23, and 24 have been in operation for over a year. Together with the resins, the filters play a vital role in preventing suspended solids from entering the vessels and prolonging the system's ability to remove PFAS from groundwater. As part of an agreement between the Orange County Water District and the City, the operation and maintenance costs including replenishment of filters shall be shared between the agencies at the end of each fiscal year. Due to the long lead times to procure these filters, it is necessary to purchase and stock additional filters in advance to avoid interruption to operations.
