2. SUMMARY
State law requires certain local agency officials and employees complete ethics training and, beginning January 1, 2026, fiscal and financial training. The proposed resolution designates City positions subject to these requirements pursuant to Government Code Sections 53234 et seq. and 53238 et seq.
Adoption of the proposed resolution will ensure compliance with State law and support ethical governance, fiscal accountability, and responsible stewardship of public resources.
3. RECOMMENDED ACTION

4. FISCAL IMPACT
The fiscal impact associated with this action is expected to be minimal. The City will incur an annual subscription fee of approximately $1,000 for a training management platform used to provide approved required coursework, monitor compliance, and maintain and publish training records, in addition to employee time associated with completing the required training requirements.
