A proposed two-year agreement, through a Cooperative Purchasing Agreement, Contract No. MA-060-26010704, will provide the continuation of services for the collection of evidentiary blood samples in the amount of $82,000 per year, a total contract amount of $164,000, for Fiscal Years 2026-2027 and 2027-2028.

Approve the two-year agreement with California Forensic Phlebotomy, Inc. in the amount of $164,000 for evidence collection services; and authorize the Mayor and City Clerk to execute on behalf of the City.

6. DISCUSSION AND BACKGROUND
Unlawful offenses involving alcohol and drugs, pursuant to the California Vehicle Code, may require the collection of evidence samples. In accordance with Vehicle Code 23158, evidentiary samples must be collected by qualified personnel including certified phlebotomy technicians, licensed physicians, nurses, or other authorized individuals.
Once collected, evidentiary samples are submitted to the Orange County Crime Lab (OCCL) for analysis. The withdrawal, handling, and preservation of evidentiary samples must comply with strict procedural standards as outlined in the Orange Police Department Policy Manual, Policy No. 505.
