2. SUMMARY
A request for permit parking on Alpine Road, which is located within Permit Parking Opportunity Area “1”, was made and evaluated in accordance with the City’s Neighborhood Permit Parking Program. The request meets the intent and minimum requirements of the Permit Parking Program. In this case, the existing 2-hour time-limited parking restriction would need to be removed if permit parking is approved.
3. RECOMMENDED ACTION

Approve the implementation of permit parking on the west side of Alpine Road from Culver Avenue to La Veta Avenue.
Forward to the City Council for final action.
Adopt Resolution No. TC 03-2026. A Resolution of the Traffic Commission of the City of Orange for the Removal of 2-Hour Time Limited Parking on the West Side of Alpine Road, from La Veta Avenue to Culver Avenue.

None. Implementation involves minimal staff time and minimal expenditures that have been approved in the City’s operating budget.

6. DISCUSSION AND BACKGROUND
Background:
A property owner on the affected block of Alpine Road submitted a request to implement permit parking. Alpine Road is comprised of single-family residential land uses on the west and commercial land uses on the east. Moreover, in 1981, City Council Resolution No. 2519 established 2-hour parking (from 8 AM to 4 PM) on both sides of Alpine Road to mitigate commercial parking intrusion into the neighborhood.
