First Amendment to the Subrecipient Agreement with Shelter Providers of Orange County to revise the scope of work and correct the total compensation approved through the 2024-2025 Annual Action Plan.
3. RECOMMENDED ACTION

Approve the amendment to subrecipient agreement with Shelter Providers of Orange County for plumbing and sewer improvements of the Family Care Center; and authorize the Mayor and the City Clerk to execute on behalf of the City.

6. DISCUSSION AND BACKGROUND
The City receives annual federal funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) and the HOME Investment Partnerships (HOME) programs for the benefit of primarily low- and moderate-income residents. The funds are allocated to projects and programs that include street improvements, handicap accessibility improvements, after-school programs, transitional housing, and supportive services.
On February 15, 2024, the Community Development Block Grant (CDBG) Program Committee conducted a Public Hearing to review proposals for the allocation of CDBG funds for the Fiscal Year 2024-2025. Subsequently, on March 15, 2024, the committee convened to deliberate and finalize funding recommendations for proposed projects and programs to be presented to the City Council.
As part of these recommendations, Shelter Providers of Orange County was allocated $34,997 to fund plumbing and sewer system upgrades at the Family CareCenter. The Family CareCenter serves as an essential emergency shelter, ...
