6. Discussion and Background
The Orange Municipal Code requires City Council approval if purchases with a specific vendor exceed $30,000. A purchase of CheckPoint Harmony subscription for $29,825 from 1903 Solutions LLC occurred in April 2025. CheckPoint Harmony is a comprehensive email threat protection security tool. The additional $10,000 purchase with 1903 Solutions LLC would place the total expenditure above $30,000, and therefore, requires City Council approval.
The City has worked with 1903 Solutions in the past and are satisfied with their expertise and competence for the complex high-level Microsoft consulting services sought. Specifically, staff is seeking 1903 Solutions’ assistance for services that include, but are not limited to:
• Continuing migration to Microsoft Azure (i.e., cloud-based infrastructure).
• Assist with single sign on to heavily utilized applications including Granicus Legistar.
Staff recommends the additional purchase of services from 1903 Solutions, LLC.
