Approve the Second Amendment to Agreement with Fortel Traffic, Inc. in the amount of $200,000 for as-needed procurement, installation, and maintenance of speed radar feedback signs and related electrical devices; and authorize the Mayor and the City Clerk to execute on behalf of the City.

4. FISCAL IMPACT
The expense for this amendment is not-to-exceed $200,000 and will be funded through General Fund (100), Measure M – Traffic Improvement (263), and Capital Projects (500). Actual costs will be assigned to one of three operating or project accounts:

The budget that will be used for this amendment will be requested in conjunction with the annual operating budget.

6. DISCUSSION AND BACKGROUND
Speeding on City streets continues to be one of the most prominent concerns of motorists and residents. Speed radar feedback (digital speed display) signs are flexible tools that help address these concerns by displaying the motorists’ current speeds and, depending on the model, a programmable message.
