6. Discussion and Background
During the Orange International Street Fair, attendees may park at the Old Towne West Metrolink Parking Structure for a fee. The fees collected help pay for maintenance costs of the parking structure. The City of Orange reported a net revenue of $35,829.25 from this three-day event.
In November 2018, the City Council approved the Old Towne West Metrolink Parking Structure Management and Maintenance Plans with the Federal Transit Agency through the Orange County Transportation Agency. This plan limits any revenue from the parking structure to only cover maintenance expenses. Using the revenue to pay salaries and benefits is unallowable. Staff proposes acceptance of the revenue into the General Fund and appropriating the funds for maintenance costs in Fiscal Year 2025-2026.
