2. SUMMARY
The City of Anaheim serves as the Grant Administrator for the Anaheim and Santa Ana Urban Area within the federally funded Urban Areas Security Initiative Grant Program. Approval of the 2024 Grant Transfer Agreement establishes the administrative structure required for the City of Orange to participate in the regional homeland security program, receive and manage eligible resources funded through the program, and meet all federal and state compliance obligations.
3. RECOMMENDED ACTION

Approve the agreement with the City of Anaheim for the administration of the 2024 Urban Areas Security Initiative Grant Program; and authorize the Mayor and City Clerk to execute on behalf of the City.

4. FISCAL IMPACT
There is no impact to the General Fund. All costs and reimbursements associated with the Urban Areas Security Initiative Grant will continue to be processed through established grant accounts in accordance with approved grant guidelines.

6. DISCUSSION AND BACKGROUND
The Anaheim and Santa Ana Urban Area receives annual funding through the Urban Areas Security Initiative (UASI) to enhance regional preparedness, response, and recovery capabilities. The City of Anaheim administers this funding and coordinates the distribution of eligible resources and program requirements on behalf of participating jurisdictions, including the City of Orange.
