The proposed license agreement would allow Belmont Estates Homeowners Association to apply for permits to install automated license plate reader cameras on City-owned poles.
3. RECOMMENDED ACTION
recommendation
Approve the agreement between the City of Orange and Belmont Estates Homeowners Association, for the construction, installation, maintenance, and operation of automatic license plate reader equipment within public right-of-way; and authorize the Mayor and City Clerk to execute on behalf of the City.

6. DISCUSSION AND BACKGROUND
The Belmont Estates Homeowners Association (HOA) has expressed interest in enhancing neighborhood security through the use of Automated License Plate Reader (ALPR) technology. The proposed ALPR cameras would capture license plate information for vehicles entering and exiting the Belmont Estates neighborhood. However, because the proposed camera locations are within the City's public right-of-way, City Council approval is required.
The proposed agreement authorizes the installation of ALPR cameras on City-owned traffic signal and streetlight poles, subject to the HOA obtaining individual permits for each location from the Public Works Department. All installations must comply with applicable City standards, including those related to traffic safety, structural integrity, and protection of public infrastructure.
