2. SUMMARY
Each year, typically in January, the City Council is presented with a report to consider various street closures and parking exceptions related to special events throughout the City. After the approval of this year's requests, Orange Unified School District has organized a District-wide wellness and resource fair at El Modena High School. To better support this event, the Orange Unified School District has requested the suspension of permit parking restrictions in permit areas around the school.

6. DISCUSSION AND BACKGROUND
City Council action is requested annually for the closure of certain City streets, City-owned lots, and temporary suspension of permit parking restrictions, related to special events that occur throughout the City.
After January 2026, when this year's listing of affected events, dates, and streets was approved, Orange Unified School District (OUSD) developed plans for hosting a Wellness and Resource Community Fair on Saturday, August 1, 2026, from 8:00 AM to 4:00 PM, at El Modena High School. The event is expected to be well attended, and OUSD will make parking available on other school sites in the area, including at Prospect and Esplanade elementary schools.
As with other District-wide events at El Modena High, OUSD has requested temporary suspension of permit parking on city streets in the vicinity (Permit Parking Areas "D" and "G") to supplement parking supply. If app...
