2. SUMMARY
This resolution designates the City Manager as the City's Authorized Agent to execute and file applications with the California Governor's Office of Emergency Services for federal and state disaster assistance and related grant programs. The City's prior designation, Resolution No. 11061, was adopted on February 13, 2018 and has since expired, leaving the City without a current Authorized Agent on file with California Governor’s Office of Emergency Services. The proposed resolution is a universal designation, effective for all open and future disasters and grants declared up to three years following adoption.

6. DISCUSSION AND BACKGROUND
California Governor's Office of Emergency Services (Cal OES) requires every applicant for state and federal disaster assistance to have a current Designation of Applicant's Agent Resolution (Cal OES Form OES-FPD-130) on file. The designation identifies the individual authorized to execute and submit applications, certifications, and reimbursement requests on the applicant's behalf. Without a current designation, the City cannot file a Request for Public Assistance or execute the associated project documents, which would delay the recovery of eligible costs following a declared emergency.
