The City of Orange executed an agreement with SP Plus Corporation on May 28, 2024. Parking enforcement began in October 2024, and as of March 2025, SP Plus issued over 6,800 citations. Regulatory signs restrict parking during street sweeping days, but qualify citations will not be issued on holidays. Resolution No. 11602 specifies which holidays fall within that exception.

6. DISCUSSION AND BACKGROUND
On May 28, 2024, the Orange City Council approved an agreement with SP Plus (SP) to provide parking enforcement services. Parking enforcement began on a limited basis in October 2024 with SP continuing to hire personnel and outfit vehicles. SP became fully staffed with one supervisor and four personnel on January 27, 2025. Since October 2024, SP has issued over 6,800 citations.
Existing regulatory signs specify the timeframe where parking is prohibited due to street sweeping. On the same signs, it clarifies that prohibited parking does not apply on holidays.
Pursuant to Orange Municipal Code Section 10.38.060, "The City Council may, by resolution from time to time, determine the hours during which and the day or days of the month on which parking shall be prohibited on specified public street or alleys or on all streets and/or alleys within a specified geographical area of the City to facilitate street sweeping."
