The proposed agreement with All City Management Services, Inc. allows for the continuation of crossing guard services for Fiscal Years ending June 30, 2027, and June 30, 2028, totaling $450,000 and $465,000, respectively. The agreement was procured through a Cooperative Purchasing Agreement with the City of Anaheim.
3. RECOMMENDED ACTION

Approve a two-year agreement with All City Management Services, Inc. in the amount of $915,000, representing the cost of crossing guard services of $884,340, plus a contingency of $30,660; and authorize the Mayor and City Clerk to execute on behalf of the City.

The expense for this agreement is $915,000 and will be funded through General Fund (100):

The proposed agreement is a two-year agreement totaling $450,000 during year one and $465,000 during year two. Future installments will be requested in conjunction with the annual operating budget.

6. DISCUSSION AND BACKGROUND
In September 2024, the City Council approved reinstating funding for the School Crossing Guard Program (Program) and authorized contracting for services through a private vendor. The program supports pedestrian safety for students at designated elementary crossings throughout the City.
The Police Department recommends continuing crossing guard services with All City Management Services, Inc. (ACMS), a vendor headquartered in Santa Fe Springs, California, that specializes exclusively in providing crossing guard services.
