Resolution No. 11722 amends the compensation and terms of employment for the City’s Part-Time and Limited Duration employees for the period of January 1, 2027 through and including December 31, 2027.
3. RECOMMENDED ACTION

Adopt Resolution No. 11722. A Resolution of the City Council of the City of Orange rescinding Resolution No. 11650 and all amendments thereto and approving provisions relating to the classification, compensation, and terms of employment of Part-Time and Limited Duration employees effective January 1, 2027, through and including December 31, 2027.

4. FISCAL IMPACT
The pay rate for Part-Time and Limited Duration employees will increase by 3%. The fiscal impact will vary based on the number of employees and hours worked. Funding for the increased rate was included in the FY27 adopted budget; therefore, no additional appropriation is required.

6. DISCUSSION AND BACKGROUND
The City currently has 67 active part-time and limited duration employees covered by the Part-Time and Limited Duration Resolution. Most of these employees work 19 hours per week or less and serve in limited duration capacity. As unrepresented employees, compensation and employment conditions are established by City Resolution rather than the collective bargaining process.
