2. SUMMARY
The City's Urban Water Management Plan was initially adopted in 1985 and must be updated every five years to satisfy the Urban Water Management Plan Act of 1983 and the California Water Code requirements (Sections 10610 - 10656). The comprehensive Urban Water Management Plan assesses the City's current and future water consumption demands, availability and reliability of its water supplies, various water demand management measures to facilitate customer water use efficiency, water supply contingency plan, and future water supply programs. Additionally, the 2025 Urban Water Management Plan also includes the 2025 Water Shortage Contingency Plan designed to prepare for and respond to water shortages.
3. RECOMMENDED ACTION

1. Conduct and close the Public Hearing.
2. Adopt Resolution No. 11692. A Resolution of the City Council of the City of Orange adopting the City of Orange 2025 Urban Water Management Plan and 2025 Water Shortage Contingency Plan.
3. Introduce and conduct First Reading of Ordinance No. 10-26. An Ordinance of the City Council of the City of Orange prohibiting potable water from being used to irrigate areas of non-functional turf.
