The closure of City streets and paid parking lots, and suspension of neighborhood permit parking restrictions needed to support special events, require annual City Council action. A schedule of anticipated events, along with corresponding street and parking impacts, has been developed with input from event organizers, and is being submitted for approval.
3. RECOMMENDED ACTION

1. Adopt Resolution No.11654. A Resolution of the City Council of the City of Orange approving the temporary closure of sections of public streets for approved special events.
2. Approve closure of municipal parking lots and temporary suspension of neighborhood permit parking restrictions for certain events and dates occurring in calendar year 2026.

6. DISCUSSION AND BACKGROUND
The closure of City streets and parking lots, and suspension of neighborhood permit parking restrictions necessary to support special events require City Council action. Listed below for approval are special events for the upcoming year that require either: Plaza closure, major street closure, parking lot closure, and/or suspension of permit parking.
Related to the above and in August 1997, the City Council adopted a process for approving special events that involve closing the Plaza and adjacent public streets. The City Council-approved criteria allow the Plaza to be closed for special events for up to twenty days per year, with no more than twelve of those being either a Friday, Saturday, or Sunday. This year's requests include Plaza closures of ten days total, six of which fall on Friday, Saturday, or Sunday...
