6. Discussion and Background
The City Council previously approved an advertisement for bids on May 13, 2025. The Annual Asphalt Replacement at Various Locations is necessary for repairing damaged pavement caused by water main breaks and other maintenance work. The bid solicitation was advertised on May 22, 2025, for three weeks, and bids were opened on June 12, 2025. Four bids were received as follows:
|
Contractor |
Total Bid |
|
1. All American Asphalt, Corona, CA |

|
2. GM Sager Construction Co., Inc., Pomona, CA |

3. Onyx Paving Company, Inc., Anaheim, CA |
$1,777,000 |

4. Hardy & Harper, Inc., Lake Forest, CA |

All American Asphalt of Corona, California, is the apparent low bidder. Since all the bids received are much more than the engineer’s estimated cost of $725,000, the staff recommends rejecting all bids. Staff will evaluate the project scope of work and proceed with soliciting informal bids for the asphalt replacement work on a quarterly basis to ensure the city receives the best available pricing.
