4.                     Fiscal Impact

The total expenditure for this project is $260,500 and will be funded in La Veta, Collins, & Chapman Radar Feedback Signage (20328) through Reimbursable Capital Projects (550).

6.                     Discussion and Background

The City of Orange routinely collects traffic accident data for arterials in the City. Using that information, the Traffic Division, in collaboration with the Police Department, analyzes traffic accident records for trends in the data. In 2016, three arterials segments in the City were identified as good candidates for speed management by radar feedback signs:

                     W La Veta Avenue from S Flower Street to S Bedford Road

                     E Collins Avenue from Wanda Road to Bond Avenue

                     E Chapman Avenue from N Equestrian Drive to Jamboree Road

Following this analysis, the City pursued and obtained funding from Caltrans Local Assistance to install the signs. The grant is under the federal Highway Safety Improvement Program (HSIP), which provides funding to assist local agencies in financing roadway improvements expected to improve roadway safety. After securing the HSIP Cycle 8 funding for the project, the City entered into an agreement with Caltrans for 100% reimbursement for this project, which includes $260,500 for the construction phase.

The proposed project will install radar feedback signs along the three arterial segments as a traffic calming measure. Previous installations of radar feedback signs at other arterial locations in the City have proven successful at reducing the number of reported accidents. Additionally, these signs are a low cost tool with low maintenance requirements. All proposed radar feedback signs will be solar powered with a backup battery and installed on either existing street light poles or freestanding on a new signal pole. Any existing regulatory/warning signage rendered obsolete by the new feedback signs will be relocated or removed.

City staff have completed the design phase of this project, including preparation of plans, specifications and estimates. On September 10, 2020, the City received authorization from Caltrans Local Assistance to begin the construction phase. The estimated construction cost is $260,500, including contingencies and construction engineering.

Construction is scheduled to begin in May 2021 and is expected to be completed within 45 calendar days.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1. The Notice of Exemption was filed with the County Recorder’s Office on October 30, 2019.
