Plans and specifications have been completed and the project is ready to be advertised for bids. The total estimated construction cost including 15% for contingencies and construction engineering is $598,000.

4.                     Fiscal Impact

The total expenditure for this contract is $598,000 and will be funded in Hoover Neighborhood Street Rehabilitation (30135) through Community Development Block Grant (310).

6.                     Discussion and Background

The Federal Community Development Block Grant Program (CDBG) provides grant funds to enable eligible localities to construct public improvements in Low and Moderate Income Areas within their jurisdiction. Eligible activities include infrastructure upgrades such as street improvements. The proposed streets improvements qualify for CDBG funds and have been selected for rehabilitation. The street segments are:

Hoover Avenue -                                                               Glassell Street to Shaffer Street

Wilson Avenue -                                                               Glassell Street to Shaffer Street

Adams Avenue -                                                               Grand Street to Shaffer Street

Jackson Avenue -                                                               Grand Street to East End

Grand Street -                                                                Wilson Avenue to Hoover Ave

 

These streets were rated in the Citywide Pavement Management Program with a Pavement Condition Index (PCI) ranging from 23 - 53 (out of a maximum score of 100) indicating the need for street rehabilitation. The scope of street rehabilitation includes: Americans with Disabilities Act compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, spandrels, and adjustment of manholes and water valve covers to grade.

The total project cost estimate is $598,000 including 15% for contingencies and construction engineering. At the time bids are received and actual bid prices are known, staff may request an additional appropriation, if necessary, to award the contract.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1. The CEQA Notice of Exemption will be filed with the County Clerk’s Office upon Council’s approval of the plans and specifications. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file.

Construction is scheduled to begin in February 2021 and is expected to be completed within 60 calendar days.
