2.                     Summary

The City of Orange has entered into a contract with R.J. Noble Company for the Community Development Block Grant Fiscal Year 2019-2020 Street Rehabilitation, Sacramento Street, Clinton Street, Olive Street, and Shaffer Street Project.  Extra work has been added at agreed unit prices, in the amount of $62,407. The work has been completed to the satisfaction of the Public Works Department.

3.                     Recommended Action

1.                     Approve the transfer of $15,000 from expenditure account 310.9645.56330.20411, Sacramento Neighborhood Street Rehabilitation to expenditure account 310.9645.56330.20409, Olive Street Rehabilitation.

2.                     Accept Community Development Block Grant Fiscal Year 2019-2020 Street Rehabilitation, Sacramento Street, Clinton Street, Olive Street, and Shaffer Street (SP-4110) as complete and authorize staff to file Notice of Completion with the County Recorder.

4.                     Fiscal Impact

The total expenditure for this project is $583,448, and will be funded in Community Development Block Grant (310):

6.                     Discussion and Background

The City Council awarded the Community Development Block Grant Fiscal Year 2019-2020 Street Rehabilitation, Sacramento Street, Clinton Street, Olive Street, and Shaffer Street Project on June 9, 2020 to R.J. Noble Company. The scope of street rehabilitation consists of: ADA compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve covers to grade.  Due to existing field conditions, extra work has been added at agreed unit prices in the amount of $62,407.  The work has been completed to the satisfaction of the Public Works Department.

The project was completed in October 2020, and the original contract amount was $521,040.  This Final Contract Change Order represents an 11.98% increase from the original contract amount bringing the final contract amount to $583,448.
