This $9,600 donation will be used for the landscape renovation of the Children’s Courtyard at the Orange Public Library & History Center. Staff is requesting acceptance of the revenue and its appropriation into the Fiscal Year 2020-2021 budget.

6.                     Discussion and Background

In 2007, the Main Library re-opened as the Orange Public Library & History Center. The expanded Library introduced new public spaces, including the Children’s Garden, an outdoor space designed to offer a shared experience between a caregiver and child. In 2013, the space was refurbished with the removal of an ungainly tree, replacement of uneven cobblestone pavement with a concrete pad, and installation of an additional bench. The improved space was renamed the Children’s Courtyard, and usage of the space by families, staff, and support groups immediately increased. Nevertheless, there has been the desire to further improve the space.

The Orange Public Library Foundation (Foundation) is donating $9,600 for the landscape renovation at the Children’s Courtyard at the Orange Public Library & History Center. This donation will provide a further refurbishment and enhancement to the space, funding plants, statuary, and a water feature. The scope of work includes demolition and removal of existing plant material and minor portions of the concrete pad; modification and adaptation of existing drip irrigation system; stripping, sanding, re-staining, and sealing of existing wood paneled wall; installation of ornamental pots, fountain, and outlet; and installation of palm trees, plants, and groundcover.

Royer Landscape Construction, Inc. will undertake this work in November 2020 through a contract executed by the City Manager. The estimated project cost is $9,600. Should there be any change orders for contingency fees, installation of additional features, such as activity panels and seating, or adjustments to lighting, sprinklers, and landscaping, additional funding of $10,000 is available in the Fiscal Year 2020-2021 Capital Improvement Project budget in Library Facility Fees (573) - Children’s Courtyard Rehabilitation Support  (20446).

The landscape renovation will provide an attractive and welcoming space for families as well as a functional space for Library programs. The Library will publicize the Foundation’s contribution in a variety of ways, including signage in the Children’s Courtyard, and credit for support on the Library’s website, flyers, and social media.

This project preludes an upcoming $100,000 Naming Rights donation to the Foundation by the Tannis Family, to rename the Children’s Courtyard. Such donation will adhere to the Naming Rights standards, established by the City in 2004, in pursuit of funding for the Grijalva Park Gymnasium and the Orange Public Library & History Center. Therefore, by approving this appropriation and project, the City Council is also authorizing the renaming of the Children’s Courtyard.
