6.                     Discussion and Background

On March 16, 2020, the City Council adopted Resolution No. 11222, confirming the proclamation declaring a local emergency by the City Manager.  The actions of the City Manager and the City Council are provided for under Government Code section 8630, however, City Council must reaffirm the local emergency at least once every 60 days.

As the State transitions into addressing various stages of the pandemic, the City continues to modify its response plans.  As regulations and guidelines issued by the State and County continue to evolve and the necessity for City response still exists, there still is the need to continue the declaration of a local emergency.  As such, the City Council is requested to renew its finding of a local emergency for another 60 days, unless otherwise extended or terminated earlier by the Council.  At the December 8, 2020 meeting, given the rising caseloads in the Southern California Region and the dynamic changes of the state health orders, the City Council requested that the review of the local emergency be placed on every Regular Meeting Agenda for the next several months.
