6.                     Discussion and Background

The Annual Pavement Maintenance at Various Locations, Fiscal Year 2020-2021 (FY21) is part of our Pavement Management Program FY21 (13120) activities and is designed to prolong pavement life of city streets. This project will consist of Annual Street Maintenance and SB-1 Street Improvements.

On April 14, 2020, the City Council approved the list of seven city arterial streets to be submitted for the Road Maintenance and Rehabilitation Account (RMRA) Funding Program, part of SB 1 - Road Repair and Accountability Act of 2017. The program addresses basic road maintenance, rehabilitation, and critical safety needs on both the state highway, and local streets and road system. For FY21, the City of Orange is receiving RMRA funding in the amount $2,435,193 for the rehabilitation of city streets. 

The rehabilitation methods vary depending on the sustained damage, but in general, consist of asphalt concrete overlays with localized areas of pavement reconstruction. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the public. Another part of the Pavement Management Program FY21 is the Slurry Seal at Various Locations Project (SP-4158), and it will be bid as a separate project.

This asphalt concrete overlay project will rehabilitate approximately 21 residential streets and four arterial streets throughout the City. The streets selected for maintenance are in accordance with our Pavement Management Plan, and generally fall into the “poor to fair” category, requiring work at this time to prevent total pavement failure, saving the costs of complete reconstruction at a much higher future costs.

The total cost is estimated at $4,135,000, including a 15% construction engineering and contingency. Upon receipt of public bids, staff will return to the City Council and recommend any funding adjustments and award of contracts based on the outcome of the public bid. If the unit price for asphalt comes in below the estimate, additional streets may be added for rehabilitation.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption has been filed with the County Recorder’s Office on December 16, 2020. 

Construction is scheduled to begin in April 2021 and is expected to be completed by October 2021.
