Bids for the Annual Concrete Replacement Project Fiscal Year 2020-2021, SP-4150 were received and opened on December 17, 2020. Eight bidders responded to the notice inviting bids. The apparent low bidder is C J Concrete Construction, Inc. of Santa Fe Springs, California in the amount of $544,868.

Award the contract to C J Concrete Construction, Inc. in the total amount of $599,355, representing an original amount of $544,868 plus a 10% contingency of $54,487, for Annual Concrete Replacement Project, Fiscal Year 2020-2021; and authorize the Mayor and City Clerk to execute on behalf of the City.

4.                     Fiscal Impact

The total expenditure for this contract is $599,355 and will be funded in Pavement Management Program (13120) through Measure M2 (263)

6.                     Discussion and Background

The City Council previously approved advertisement for bids on November 10, 2020.  The project was publicly advertised for four weeks. The bids were opened on December 17, 2020. Eight bidders responded as follows:

Staff checked the references and qualifications for C J Concrete Construction, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of a similar nature to this project. The Contractor has on-call concrete maintenance contracts with many surrounding cities, and performed work for the City of Orange in 2015. Therefore, staff recommends that C J Concrete Construction, Inc. be awarded the contract in the amount of $599,355, representing an original amount of $544,868 plus a 10% contingency of $54,487, for Annual Concrete Replacement Project Fiscal Year 2020-2021. The engineer’s estimate for the project was $581,595.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1.  The CEQA Notice of Exemption has been filed with the County Clerk’s Office on December 16, 2020. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file.

Construction is scheduled to begin in February 2021 and is expected to be completed within 90 calendar days.
