Bids for the Community Development Block Grant Fiscal Year 2020-2021; Hoover Neighborhood Street Rehabilitation project were received and opened on December 17, 2020. Six bidders responded to the notice inviting bids. The apparent low bidder is R.J. Noble Company of Orange, CA in the amount of $455,410.

4. Fiscal Impact
The total expenditure for this contract is $500,951 and will be funded in Hoover Neighborhood Street Rehabilitation (30135) through Community Development Block Grant (310).

6. Discussion and Background
The City Council previously approved advertisement for bids on November 10, 2020. The bid solicitation was advertised on November 26, 2020 for a period of three weeks and bids were opened on December 17, 2020. Six bids were received as follows:

3. Sequel Contractors, Santa Fe Springs, CA $493,674
4. Onyx Paving Company, Inc., Anaheim, CA $494,000
5. Hardy & Harper, Inc., Lake Forest, CA $530,020
6. Palp Inc. DBA Excel Paving, Long Beach, CA $687,730
The apparent low bid is about 12% lower than the engineer’s estimate. R.J. Noble Company has completed contracts of similar nature to this project in the past. Therefore, staff recommends that R.J. Noble Company be awarded the contract in the total amount of $500,951, representing an original amount of $455,410 plus a 10% contingency of $45,541 for the Community Development Block Grant Fiscal Year 2020-21 - Hoover Neighborhood Street Rehabilitation Project.
This project will provide pavement rehabilitation on eight streets within the Hoover Street neighborhood. The selected streets were rated in the Citywide Pavement Management Program with a Pavement Condition Index ranging from 23 to 57 (out of a maximum score of 100) indicating the need for street rehabilitation. The street rehabilitation consists of grinding down the top most layer of existing pavement and subsequent installation of new asphalt concrete overlay in order to raise the pavement condition index and prevent the need for a more extensive pavement repair in the future. The street rehabilitation project will also consist of Americans with Disabilities Act compliant access ramps at intersection corners within the project location, removal and replacement of failed sections of curb and gutter, spandrels, pavement striping and the adjustment of impacted manholes and water valve covers.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1. The CEQA Notice of Exemptions has been filed with the County Clerk’s office. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file.
Construction is scheduled to begin in February 2021 and is expected to be completed with 60 calendar days.
