2.                     Summary

Bids for Installation of Radar Feedback Sign at Various Locations were received and opened on December 10, 2020. Seven bidders responded to the notice inviting bids. The apparent low bidder is Elecnor Belco Electric, Inc. of Chino, California in the amount of $181,800.

3.                     Recommended Action

1.                     Award the contract to Elecnor Belco Electric, Inc. in the amount of $181,800 for Installation of Radar Feedback Signs at Various Locations and authorize the Mayor and City Clerk to execute on behalf of the City.

2.                     Authorize $18,180 (10%) of the contract amount for contingency purposes.

4.                     Fiscal Impact

The total expenditure for this contract, including the 10% contingency, is $199,980 and will be funded in La Veta, Collins, & Chapman Radar Feedback Signage (20328) through Reimbursable Capital Projects (550).

6.                     Discussion and Background

The proposed project will install radar feedback signs along three arterial segments in the City as a traffic calming measure. Previous installations of radar feedback signs at other arterial locations in the City have proven successful at reducing the number of reported accidents. All proposed radar feedback signs will be solar powered with a backup battery and will be installed on either existing street light poles or freestanding on a new signal pole. The three arterial segments where radar feedback signs will be installed are:

                     W La Veta Avenue from S Flower Street to S Bedford Road

                     E Collins Avenue from Wanda Road to Bond Avenue

                     E Chapman Avenue from N Equestrian Drive to Jamboree Road

The City pursued and obtained funding from Caltrans Local Assistance under the Federal Highway Safety Improvement Program (HSIP) Cycle 8 to fund the improvements proposed by this project. The HSIP provides grant funding to assist local agencies in financing roadway improvements to improve roadway safety. After securing the HSIP Cycle 8 funding for the project, the City entered into an agreement with Caltrans for 100% reimbursement for construction of this project up to the amount of $260,500, inclusive of contingencies and construction engineering. On September 10, 2020, Caltrans Local Assistance authorized the City to begin the construction phase of the project.

The City Council previously approved an advertisement for bids on November 10, 2020. The bid solicitation was advertised on November 19, 2020 for a period of three weeks and bids were opened on December 10, 2020. Seven bids were received as follows:

The low bid is about $66,000 (27%) lower than the Engineer’s Estimate. Staff checked the references and qualifications of Elecnor Belco Electric, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that Elecnor Belco Electric, Inc. be awarded the contract in the total amount of $199,980, representing an original amount of $181,800, plus a 10% contingency of $18,180, for Installation of Radar Feedback Signs at Various Locations.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1. The Notice of Exemption was filed with the County Recorder’s Office in October 30, 2019.

Construction is scheduled to begin in March 2021 and is expected to be completed within 45 calendar days. Public Works staff will be providing the construction engineering for this project.
