Five bids for Well No. 28 Drilling Project were received and opened on March 18, 2021. The apparent low bidder is Southwest Pump & Drilling, Inc. of Coachella, CA for $1,916,029.
3. RECOMMENDED ACTION

1. Award the contract to Southwest Pump & Drilling, Inc. in the total amount of $1,916,029 for Well No. 28 Drilling Project; and authorize the Mayor and City Clerk to execute on behalf of the City.
2. Authorize 10% of the contract amount for contingency purposes.

4. FISCAL IMPACT
The total expenditure for this contract is $2,107,631.90 and will be funded in Well 28 Construction (18120) through Water Fund (600).

6. DISCUSSION AND BACKGROUND
The scope of work for Well No. 28 Drilling Project includes pilot hole drilling, installation of 20" Stainless Steel Casing and Louver, installation of all accessory tubing, gravel pack, sanitary seal, conducting aquifer zone tests, alignment tests, pumping tests, chemical and mechanical well development, and disinfection. The drilling operations for the project will last approximately 30 days and require some 24-hour operational working periods. To mitigate potential noise possibly caused by the drilling operation, the contractor will install 24-foot high sound attenuation walls around the project site for the duration of the project. Before the project starting, staff will conduct outreach to the neighborhood that could be affected by the construction.
