6. Discussion and Background
A resident is requesting red curb markings to be painted on the west side of the driveway on Palm Avenue that serves his home at 293 N. Citrus St. The reason for the request is to provide enhanced sight distance when backing out of his driveway onto Palm Ave.
Existing Conditions
Palm Ave. is classified as a Collector street with one travel lane in each direction, a yellow painted centerline, a curb-to-curb width of 40 feet, and an average daily traffic volume of approximately 3,400 vehicles. The subject address is located on the southwest corner of Palm Ave. and Citrus Street. The posted speed limit on this section of Palm Ave. is 25 MPH. The intersection of Citrus St. and Palm Ave. is located approximately 100’ west of Batavia St.
There is an eight-unit apartment complex on Palm Ave. located across the street from of the subject address. This apartment complex may be contributing to localized on-street parking demand. On-street parking is allowed on both sides of Palm Ave. with the highest demand occurring during the late afternoon and evening hours.
Staff has visited the subject area several times in response to the request. The field investigation indicates there is space for approximately 2 vehicles to park between the proponent’s driveway and Citrus Street. Occasionally a vehicle will park up to the proponent’s drive approach, which can reduce comfort level when backing out of the driveway.
Painting 37’ of red curb between the proponent’s driveway and Citrus Street would enhance sight distance for the proponent and the residents of Citrus Street who exit onto Palm Avenue.
Accident History
Our records indicate that there have been no accidents reported in the study area in the past three-year period.
Recommendation
Staff recommends that the Traffic Commission approve of the request for 37’ of red curb markings on the west side of the driveway serving 293 N. Citrus St.
