6. Discussion and Background
This request to implement “No Overnight Parking” on Angus Avenue between Batavia and Hariton Streets was made by an affected business owner. The basis of this request is to better provide on-street parking for local businesses by removing vehicles from the aforementioned street segment that are not associated with any of the businesses on these streets.
According to the proponent, there is a landscaping company on Batavia Street whose employees may be utilizing Angus Avenue for parking. There are auto repair facilities on Angus Avenue who park their cars on the street as well. These are on the street early in the morning and utilize much of the available on-street parking before many local business employees arrive. This results in hardship for the local businesses, especially when much of the external parking demands are long-term (all day.) Moreover, nearly all of the businesses along Angus Avenue have a parking lot which is at or close to capacity during the day, requiring customers to rely on parking on-street that is often unavailable. This becomes a point of contention for area businesses when much of the available curbside parking is taken up by both local businesses and businesses from outside the area.

The photograph above illustrates the typically high level of parking demand in the subject area during the day, which is further exacerbated by the parking intrusion from vehicles being stored on Angus Avenue beginning early in the morning.
The proposed overnight parking restriction is not expected to have a negative impact on local businesses since it would go into effect after their closing. The proponent has requested parking restrictions between 12:00AM and 8:00AM which is after most businesses in the study area are closed. Street sweeping operations in the study area are Wednesdays from 3:00 to 6:00 AM. The proposed overnight parking restrictions would allow for the replacement of the existing street sweeping signs, which will not add to area sign pollution.
Staff has determined that the request has merit and respectfully recommends that the Traffic Commission approve the proposed overnight parking restriction (12:00AM to 8:00AM) on both sides Barkley Avenue between Batavia and Hariton Streets.
