The total expenditure for the project is $500 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263).

6.                     Discussion and Background

This request is from a business owner in the building at 1136 to 1210 W. Collins Avenue. The reason for the request is to provide short-term parking in front of the businesses for their customers. There are a number of auto repair businesses in the area and employees appear to be utilizing the on-street parking throughout the business day, starting early in the morning. The proponent indicated that the vehicles from the businesses across Collins Avenue detrimental effect for his customers.

Analysis

Field observation indicates the subject area has the only on street parking allowed on the south side of Collins Avenue between Main and Batavia Streets.  This is a distance of 250 ft. or room for about 11 vehicles to park. There is a parking lot at the rear of the building however, this is employee parking only the only customer access the businesses is on Collins Avenue. According to the proponent the auto repair business is parking employee and customer vehicles in front of the subject addresses all day leaving little to no space for the proponent’s customers to park. The photograph below is indicative of the daily parking demand in front of the subject addresses.

Recommendation

Based on the field review, staff finds that the request has merit and recommends the Traffic Commission approve the installation of “1 HOUR PARKING” Signs between the addresses of 1136 and 1210 W. Collins Avenue to provide turnover parking in front of the subject businesses.
