Plans and specifications have been completed and the project is ready to be advertised for bids.  The total estimated construction cost including 15% for contingencies and construction engineering is $600,000.

4.                     Fiscal Impact

The total expenditure, including the 15% contingency, for the project is $600,000 and will be funded in Beverly Neighborhood Street Rehabilitation (30164) through Community Development Block Grant (310).

6.                     Discussion and Background

The Federal Community Development Block Grant Program (CDBG) provides grant funds to enable eligible localities to construct public improvements in Low and Moderate Income Areas within their jurisdiction. Eligible activities include infrastructure upgrades such as street improvements. The proposed streets improvements qualify for CDBG funds and have been selected for rehabilitation. The street segments are:

                     Flower Street - Sycamore Avenue to Beverly Drive

                     Stevens Street - Cherry Street to Beverly Drive 

                     Spruce Avenue - Eckhoff Street to Sycamore Avenue

                     Eckhoff Street - Spruce Avenue to Sycamore Avenue

                     Poplar Street - Spruce Avenue to Sycamore Avenue 

                     Poplar Street - Cherry Drive to Beverly Drive 

                     Cherry Drive - Eckhoff Street to Stevens Street 

                     Cherry Drive - Eckhoff Street to Cedar Street 

                     Cedar Street - Sycamore Avenue to Beverly Drive 

                     Beverly Drive - Cherry Drive to East End

These streets were rated in the Citywide Pavement Management Program with an average Pavement Condition Index (PCI) of 58 (out of a maximum score of 100) indicating the need for street rehabilitation. The scope of street rehabilitation includes: Americans with Disabilities Act compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, spandrels, and adjustment of manholes and water valve covers to grade.

The total project cost estimate is $600,000, including 15% for contingencies and construction engineering. At the time bids are received and actual bid prices are known, staff may request an additional appropriation, if necessary, to award the contract.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1. The CEQA Notice of Exemption will be filed with the County Clerk’s Office upon Council’s approval of the plans and specifications. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35.

Construction is scheduled to begin in January 2022 and is expected to be completed within 60 calendar days.
