2.                     Summary

The purchase of five 800 Megahertz portable radios and associated equipment, for use in the Department Operating Center of the new Fire Headquarters, are necessary for local, regional, and statewide mutual aid response communications. These radios allow the Department to operate on emergency incidents with other local agencies.

Approve the purchase of five 800 Megahertz radios in an amount not to exceed $43,000, from Motorola Solutions, through Orange County Price Book Agreement #MA-060-21010004.

4.                     Fiscal Impact

The total expenditure for this purchase is $43,000 and will be funded in Fire Station 1 (20400) through City Infrastructure Bond (553).

6.                     Discussion and Background

Since 1996, the Sheriff-Coroner Department has operated and maintained the 800 Megahertz (MHz) Countywide Coordinated Communication System (CCCS) for public safety. The CCCS allows all police, fire, public works, and marine safety agencies in Orange County to share a common radio system, yet still provide agencies their own unique dispatch and tactical channels. The County chose to partner with Motorola for radios which provide seamless interoperability throughout the County and are key to local automatic and mutual aid response communications.

The Fire Department will be using the Countywide 800 MHz system for primary communications in the new Fire Headquarters Department Operating Center (DOC). The DOC command post is located in the classroom of Fire Department Headquarters, where Fire Department personnel may direct fire service emergency field operations during natural or man-made disasters or during major emergencies. The DOC may also be used to dispatch fire resources in the event that Metro Net Dispatch is out of service or overwhelmed.

Staff has determined that five portable radios would be necessary to fill all the positions during a DOC activation. The funding for this project will be paid out of the Furniture, Fixtures, and Equipment (FF&E) budget of the new Fire Headquarters project.
