That the Traffic Commission take the following actions:

1. Deny the installation of red curb

2. Approve the implementation of “NO PARKING 6:00 P.M. to 6:00 AM. When the park has been constructed and opened to the public Crest de Ville will be posted “No Parking 11:00 P.M. to 6:00 A.M. or whatever time Community Services determines will coincide with park hours.

4.                     Fiscal Impact

The total expenditure for the project is $1,000 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263).

6.                     Discussion and Background

This is a request from a representative of the Crest de Ville Home Owners Association to post both sides of Crest de Ville south of Goldenrod Lane for the installation of red curb and to post “No Parking 6:00 PM to 6:00 AM. The reason for the request is to prevent people from loitering in the area. The proponent has complained to the Police Department about loud noise, Speed exhibition, and trash. Crest De Ville is a cul de sac street that provides access to the gated community of Crest de Ville. Currently both sides of the street are posted for No Parking between the hours of 9:00 PM and 6:00 AM.

The open space on the east side of the street is a city park that has not been developed yet. There are plans to construct a passive type park at some point in the future and to utilize Crest de Ville for parking. There is a fence around the park site with pass through openings so that the public may utilize the area during the day. Since there are no amenities yet there isn’t a need for public parking on Crest de Ville after dark. However, the city parks in Orange close at 11:00 PM.

Staff has consulted with the Community Services Department regarding the requested parking restrictions on Crest de Ville. It is our understanding that the requested parking restrictions on Crest de Ville are acceptable to Community Services, provided the parking restrictions can change to reflect typical park operations once the park site has been developed.

The curbs in the cul de sac have been painted red and staff cannot support the installation of additional red curb on Cres de Ville. Staff does support the installation of “NO PARKING 6:00 P.M. TO 6:00 A.M.” on both sides of Crest De Ville until the park site has been developed and opened to the public at which time the parking restriction will change to “NO PARKING 11:00 P.M. TO 6:00 A.M.”

Staff therefore recommends that the Traffic Commission take the following actions:

1.                     Deny the installation of red curb.

2.                     Approve the implementation of “NO PARKING 6:00 P.M. to 6:00 A.M. When the park has been constructed and opened to the public Crest de Ville will be posted “No Parking 11:00 P.M. to 6:00 A.M. or whatever time Community Services determines will coincide with park hours.
