6. DISCUSSION AND BACKGROUND
The request is from the resident at 355 W. Palmyra Avenue to lengthen the existing red curb to provide easier access to the proponent's property for his food truck. Currently, there is five feet of red curb on both sides of the subject driveway, which is located on Cypress Street, approximately 55 feet north of W. Palmyra Avenue. The existing red curb was painted by Public Works four years ago for the purpose of providing better access to the resident's property. According to the proponent, motorists have been encroaching into the red curb and in some instances, parking up to his driveway.
The land use in the area is a mix of single-family homes and apartment complexes, and as a result, the demand for on-street parking can be high, especially in the evening. A field review performed by City staff indicates that there is 50 feet of curbside parking south of the subject driveway - enough space for two vehicles to park. There is 56 feet on the north side, with parking for three vehicles. Painting an additional five feet of red curb on the south side of the subject driveway will reduce the curbside parking to 45 feet south of the driveway, which is still sufficient to accommo...
