Local businesses have been impacted by long term parking. A request was made to prohibit parking during nighttime hours. This regulation, combined with enforcement, is expected to provide adequate mitigation.
3. RECOMMENDED ACTION

Approve the prohibition of overnight parking on the aforementioned streets between thehours of 2:00 AM to 6:00 AM.

6. DISCUSSION AND BACKGROUND
This request to implement an overnight parking restriction for the aforementioned streets was made by several of the affected business owners. The basis for the request is to increase the availability of on-street parking for local businesses by removing vehicles from a neighboring business who is using the subject streets as storage.
According to the proponents, many vehicles appear to be stored in the subject area. These vehicles are moved frequently enough to avoid citation under the vehicle code. The consistent presence of said vehicles reduces the number of parking spaces for employees and customers in an area already heavily impacted by high parking demand. Many of the businesses have little off street parking in the study area. This presents an unfair hardship for the businesses along the subject streets.
