6. DISCUSSION AND BACKGROUND
This is a request for an accessible parking space (blue curb) in front of the duplex located at 726/728 E. Chalynn Circle. The proposed location is at the end of the cul-de-sac, approximately 800 feet east of Shaffer Street. This section of Chalynn Circle generally has residential duplex properties on both sides of the street. Whereas all the properties on this section of Chalynn Circle have garages and direct driveway access from the public street, those on the south side of the street take access via La Veta Avenue. The garages are unattached to the dwelling units and there is no direct access from the garage to the house. Although proponent's dwelling provides for off-street parking, the driveway and garage are located at the "rear" of the dwelling, presenting potential hardships. The proponent has relayed to staff that their medical condition renders it difficult to get from the garage to the main house. Staff estimates that the distance from the garage to the house is about twice the distance from the curb to the proponent's front door.
