Orange Municipal Code Section 2.62.040 requires the Santiago Creek Commission to select a Chairperson and Vice Chairperson at its first meeting. Selecting both officers will meet this requirement.

6. Discussion and Background
Orange Municipal Code (OMC) Section 2.62.040 states the Santiago Creek Commission (Commission) shall select, from its members, a Chair and Vice Chair at its first meeting. The Chair’s responsibility is to run the quarterly Commission meetings in accordance with the OMC and Ralph M. Brown Act. Additionally, per OMC Section 2.62.060, the Chair may also call a special meeting upon written request from at least four members. In the Chair’s absence, the Vice Chair will assume the Chair’s duties and responsibilities.
The Chair and Vice Chair’s term shall be for one year. However, since the Commission formed at the end of calendar year 2023, the meeting typically held in January did not occur. To align the Chair and Vice Chair’s term with the calendar year, it is recommended the selected individuals hold the Chair and Vice Chair’s position up until the first meeting in January. Thereafter, the Commission could select the new Chair and Vice Chair each year at the January meeting.
