In Fall 2023, the Orange City Council adopted Ordinance No. 13-23 which created the Santiago Creek Commission. Aside from establishing the new commission, Ordinance No. 13-23 details the Santiago Creek Commission’s duties and procedures, setting the parameters in which the Santiago Creek Commission will operate.

6. Discussion and Background
On September 26, 2023, the Orange City Council approved the first reading of Ordinance No. 13-23, creating the Santiago Creek Commission (Commission). Upon second reading at the October 10, 2023, Orange City Council meeting, Ordinance No. 13-23 went into effect 30 days thereafter.
Beyond establishing the Commission, Ordinance No. 13-23 also specifies its duties and procedures. With April 24, 2024, serving as the Commission’s first meeting, it is helpful to review Ordinance No. 13-23’s provisions which establish the parameters in which the Commission will operate.
