Public Meetings Information
Welcome! Public meetings in the City of Orange are conducted in accordance with the California Brown Act. California's open meeting laws ensure that local government decisions are made openly and that the public has meaningful access to participate. The following information explains how the public can attend, observe, and engage in meetings of the City's legislative bodies.
Viewing Agenda Materials
Before each meeting, the City posts an agenda that lists the items that will be discussed or acted upon. Agendas are posted within 72 hours before a meeting at the following locations:
  • City Hall and the Main Library
  • Electronically on the City's website
Find all upcoming meeting dates and agendas on the Meeting Calendar page. All agenda materials are provided in formats that are accessible to the public, including individuals with disabilities.
Attending a Meeting
Members of the public may attend meetings in person at the posted meeting location.
When offered, televised meetings may be viewed on Spectrum Cable Channel 3 and AT&T U-verse Channel 99, and streamed live on the City's website so the public can watch remotely, and via Zoom.
Participating in a Meeting
The public is encouraged to participate in the decision-making process. Individuals may provide comments:
  • On any item listed on the agenda
  • During the general public comment period for matters not on the agenda but within the legislative body's jurisdiction
Instructions for how to provide comments, whether in person, online, or by remote participation, are included on each meeting agenda.
Comment in person
  1. Submit a comment card to the City Clerk
  2. Your name is added to the speaker queue and called when it is your turn to speak
  3. Public Comments are limited to three minutes per speaker unless a different time is announced by the presiding officer prior to the start of the public comment period
  4. Proceed to the podium and address your comments to the legislative body within the allotted time
Submit Written Public Comments (eComment)
  1. On the Meeting Calendar page, select the desired meeting date and click eComment
  2. Select the agenda item or Public Comments section
  3. Sign in as a registered user or eComment as a Guest, including your name in the comment is optional
  4. Enter your comment and click Submit Comment
  5. eComments are immediately available to both the members of legislative bodies and the public
Remote Participation
  1. Join Zoom meeting online by computer or smart device
    • To join the meeting, click here and use the passcode below
  2. Join Zoom meeting by telephone
    • To join the meeting from any phone, dial (669) 216-1590. When prompted use the below Meeting ID and Passcode.

Please note, the City is not responsible for the public’s use of Zoom as it relates to the software, configuration, and settings on a personal device. The public is encouraged to visit the Zoom website for information on successful use of this software. The City’s use of Zoom is consistent with the platform features and functions as described on the Zoom website.

We suggest installing and testing Zoom software on your device prior to the commencement of the meeting.
How Decisions are Made
All discussions, deliberations, and actions must occur in public, except for limited situations where the law allows a closed session (such as certain personnel matters, real estate negotiations, or litigation). Votes must be taken openly so the public can understand how decisions are made.
After the Meeting
Following each meeting, the City makes meeting minutes and video recordings (if the meeting was streamed) available to the public.
Accessibility and Accommodations
To ensure that all members of the community can participate, the City provides reasonable accommodations upon request, including assisting members of the public who wish to receive translation or interpretation services provided by another member of the public.
Information about requesting accommodations is included on every agenda. Advance noticed is appreciated.
