10.1. Consider two resolutions that would submit to the voters a question adopting a
City Charter, establishing priorities for filing written arguments, and directing the
City Attorney to prepare an Impartial Analysis
Deputy City Manager Jack Morgan provided a brief overview of the five revised
sections of the proposed City Charter.
Public Speakers:
Reggie Mundekis spoke in opposition citing concerns with Sections 400, 803, and 804.
Betty Talbert spoke in support of the revisions but expressed a preference for retaining
an eight-year Council term limit rather than extending it to twelve years.
Mary Oberschlake spoke in opposition.
Council discussed each revised Charter section individually. Consensus was reached
on the revisions to Section 204 regarding open space, Option 2 of Section 400
regarding the composition of the City Council, and Section 403 regarding eligibility.
Council then voted on the remaining proposed revisions.
A motion was made by Mayor Slater, seconded by Councilmember Gutierrez, to
approve Section 501 of the proposed Charter, providing that "No person shall serve as
a member of the City Council for more than two four-year terms in a lifetime."
A
substitute motion was made by Councilmember Tavoularis, seconded by
Councilmember Dumitru, to approve Section 501 of the proposed Charter as
submitted, providing that "No person shall serve as a member of the City Council for
more than three four-year terms in a lifetime. The motion carried by the following vote:

A motion was made by Mayor Slater, seconded by Councilmember Dumitru, to approve
Section 603, Protection of Private Property Rights, in the proposed City Charter. The

A motion was made by Mayor Slater, seconded by Councilmember Dumitru, to remove
the second paragraph in Section 803, Supermajority Vote Required to Submit New
Taxes, in the proposed City Charter.
After discussion, Mayor Slater requested to amend his motion to remove the entire
section. Councilmember Dumitru agreed to the amendment.
An amended motion was made by Mayor Slater, seconded by Councilmember
Dumitru, to remove Section 803, Supermajority Vote Required to Submit New Taxes, in
the proposed City Charter. The motion carried by the following vote:
